Fuimos hermanos : Acuerdos y divergencias de los países de la Unasur frente a la seguridad hemisférica

Abstract

El presente trabajo tiene por objetivo analizar los posicionamientos de los Estados miem-bro de la Unión de Naciones Suramericanas (Unasur) frente al proceso de reforma de los instrumentos hemisféricos de defensa —especialmente, la Junta Interamericana de Defensa (JID)—, en tanto proceso concomitante con la creación del Consejo de Defensa Suramericano (CDS). El estudio parte del proceso de reforma de la JID —que finaliza en 2006 con la reforma del estatuto— para luego centrarse en las iniciativas que, desde 2008 hasta 2012, buscaron limitar la atribución de nuevas funciones a la JID y, al mismo tiempo, poner en tela de juicio la pertinencia del sistema interamericano de defensa en los términos actuales de funcionamiento. Sobre esta base, el artículo pretende ilustrar que los países sudamericanos adoptaron tres posturas diferenciadas frente a los instrumentos interamericanos de seguridad: de apoyo, de resistencia y de acomodamiento.

This paper seeks to analyze the positions of the Union of South American Nations (Unasur) member States through the reform process of the hemispheric defense ins-truments —especially, the Inter-American Defense Board (IADB)—, as a concomitantly process with the creation of the South American Defense Council (CDS). The study be-gins with the reform process of the IADB —ended in 2006 with the modifictation of the Statute— to then focus on those initiatives which, from 2008 until 2012, sought to limit the attribution of new functions to the IADB and, at the same time, put into question the relevance of the Inter-American defense system under the current terms of opera-tion. On this basis, the article attempts to illustrate that the South American countries adopted three basic dispositions vis-à-vis the hemispheric security instruments: support, resistance and accommodation.
