Chávez, Kirchner y Lula : del “No al ALCA” a la nueva integración regional

Abstract

El rol de los ex presidentes Hugo Chávez, Néstor Kirchner y Luiz Inácio Lula da Silva fue decisivo para el “No al Alca” de Mar del Plata 2005, que fuera visagra de un nuevo contexto de integración regional autónoma para América Latina y el Caribe. El presente trabajo se propone dar cuenta de las características que determinaron aquella unidad entre líderes que, más allá de sus diferentes trayectorias personales, aportaron a un só-lido momento regional que permitió creaciones como Unasur (2008) y CELAC (2011). El trabajo también da cuenta de los desafíos que, en materia regional, tiene el nuevo contexto ante el intento de una “restauración conservadora” en curso en nuestros países.

The role of the ex presidents Hugo Chavez, Nestor Kirchner and Luiz Inacio Lula da Silva was decisive for the “No al Alca”. It was carried out in Mar del Plata (2005) and symbolized a new context of autonomous regional integration for Latin America and the Caribbean. The aims of this paper are based on the characteristics that had let leaders get this integration, beyond their different personal careers, which contributed to a solid regional period allowing creations as Unasur (2008) and CELAC (2011). This paper also explains the challenges that the new regional context has to confront because of the attempt at a “conservative restoration” that are breaking through these countries.
